You have to authenticate your site, and explore your url. You then click on the link that says "Submit Webpage or Site Feed." From there, you should be able to submit your sitemap. Sorry to double-post, but I did notice that Yahoo Site Explorer (which I wrote about recently) now has an option to submit sitemaps.

I'm not positive that this implies that you don't need to submit a sitemap to MS or Yahoo, but I might imagine that if Google has a sitemap listed, that Google might pass that info on to Yahoo and MS as well.
